  SKYGUARDIAN 2021 FLIGHT OPERATION AREAS, 20 AUGUST - 15 OCTOBER 2021

Between 20 August and 15 October 2021, a General Atomics built SkyGuardian Remotely Pilot Aircraft System (RPAS), registered N190TC, will conduct an extensive flying program in the United Kingdom. The RPAS will be based out of RAF Waddington, England and RAF Lossiemouth, Scotland during the dates above.
The RPAS will be operating Beyond Visual Line of Sight and has a Detect and Avoid capability, which has been approved for use as a further safety mitigation above FL 100. Operations below FL 100 are required to take place within a TDA. Therefore, TDAs at RAF Waddington and RAF Lossiemouth have been established under a Temporary Airspace Change to enable the RPAS to depart from and recover to these operating airfields. Further details with regards to the TDAs are available in AIC Y 68/2021.
To support this activity, Flight Operations Area(s) will be notified. These are defined areas where SkyGuardian operations will be conducted outside of established and temporary Danger Areas or controlled airspace (CAS). The defined areas are listed below with associated charts. All SkyGuardian operations outside of Controlled Airspace or Danger Areas will be conducted within these defined Flight Operation Areas, where a NOTAM will be issued notifying the specific days of use. These NOTAMS will be issued at least 24 hours prior to flight. Where required, coordination has been conducted with relevant airspace users to ensure SkyGuardian flights are confined to areas where there is a low chance of encountering a non-conspicuous/non-cooperative aircraft, thus supporting their Detect and Avoid capability. Notification of these areas is for awareness only and does not restrict or reserve access from other airspace users. Flights within these areas by other users is to be conducted in accordance with the background classification and ‘Rules of the Air.’
Further Flight Operations Areas may be implemented after the publishing of this AIC. These new areas will be notified by NOTAM, between FL 100 and FL 195.
Within these areas, SkyGuardian will be climbing to join CAS or descending to exit CAS as expeditiously as possible. The RPAS will not loiter in these areas but may be required to hold prior to entering CAS.
When operating in UK airspace, SkyGuardian will follow the ‘Rules of the Air’ of a conventional Fixed Winged aircraft.
The RPAS Detect and Avoid capability includes a Mode S Transponder with TCAS II 7.1 co-operability, ADS-B in and out and the addition of an Air to Air Radar system for situational awareness.
As part of the Detect and Avoid capability, above FL 100, SkyGuardian will be operating principally in a cooperative environment where reduce traffic levels may be found. Except when operating in authorised areas, or in accordance with an exemption, it is expected that operators will comply with ENR 1.6 ‘when operating at and above FL 100 pilots of aircraft shall select the relevant Mode A conspicuity code and the Mode C pressure-altitude reporting mode of the transponder except:
  1. When receiving a service from an ATS Unit or Air Surveillance and Control System Unit which requires a different setting;

  2. When circumstances require the use of one of the Special Purpose Mode A codes or one of the other specific Mode A conspicuity codes assigned in accordance with the UK SSR Code Allocation Plan as detailed in the table at paragraph 2.6 of ENR 1.6.’
